Clarification needed: are you talking sperm on the outside of the body and you are trying to clean it?  or  are you using germ x (a hand sanitizer containing ethyl alcohol) as a way to prevent pregnancy - NOT recommended??   
Sperm generally remains viable as long as its moist  - once dried - it dies

It is suggested that the process allows for better control of ejaculation. There are several theories as to why. Additionally, some in human sexuality advocate that he "practice" close to orgasm but stop just prior to ejaculation. This will increase "control" over his climax.
