Clear might just be serous fluid that leaks after a wound; opaque + other symptoms might be infection. See doc who performed the surgery to be checked. Follow wound care instructions given by doc.

Bandage: The gauze often adheres to dried blood making it difficult to remove.  You may try soaking the gauze with hydrogen peroxide for several minutes before trying to unwrap it. If this is unsuccessful, apply neosporin ointment to the gauze and try again in several hours.

No: Circumcision does not change the penis beyond removing superficial tissue coverings. At age 10, he would be pre-pubertal &amp; not ready to experience penile growth. Give him 3-5 years before you consider him deficient.

The "skin tags": Could possibly be hpv infection--genital warts. On men they are frequently flat, slightly raised papules, and can be very different sizes and textures. If you have ever had unprotected sex with anyone, this might be the cause. Might be a good idea to talk to a urologist as they could remove the lesions no matter what the origin. Cost would be up to insurance coverage, or what you could negotiate.
