Conceive a Boy: The only proven method to conceive a boy is go through a process of gender selection (see web site www.Gender-select.Com). Historically in ancient greece they cut off one testicle, and outside of causing severe pain didn't improve the odds. Recently people have followed dr. Shettles method, but i see many people who have failed. With over 30 years history gender selection has a 70% track record.

There : There are no proven and approved methods to reliably select only male sperm.  There is a procedure called "microsort" which has been under investigation for many years but has not yet received fda approval.  The study is closed so no new patients can be enrolled in the study.

The technology exists to biopsy embryos that were created with invitro fertilization and test the cells obtained to see if the embryo is a boy or a girl.  This is like a very, very early amniocentesis.  The use of this procedure to select the sex of the embryo to transfer back to the patient for purposes other than part of a screening protocol for genetic disease is considered unethical by ethics committee of the american society for reproductive medicine.

There are clinics in the United States that have chosen to provide this service to patients despite the position of the ethics committee.  This procedure is expensive however.  A typical ivf cycle is $10-15, 000, and the procedure to determine the sex of the baby is typically an additional $5, 000.

Other than these two procedures, there is no other procedure that will reliably allow you to endure that you become pregnant with a boy.

The odd is ~50/50 : There isn't a sure way to get pregnant with a boy or a girl based on day the week to have relation--there are some anecdotal report to suggest certain time of day favors girl vs boy pregnancy, but no conclusive research. The only sure way is to determine genetically via insemination etc..Otherwise, your chance is just about 50/50 naturally--same as flipping a coin for head or tail. Good luck.

Tubal ligation: It is a very hard decision. That is something you have to discuss with your ob. My advice would be long acting contraception, that way you have some time to think about it. If you are definitately done with childbearing now you are not too young to do it.

Maternal risk: Your history of eczema and allergies place your child at higher chance of atopic conditions. Males are born with more narrow airways which makes them more likely to wheeze with certain illnesses. As the airway grows this effect is less prominent. Topical is fine: Any acne cream or lotion will not be absorbed to a degree that would effect the fetus. Any oral medication should first be cleared with your OBGYN.
