Yes: He/she needs to be seen, hope the baby is feeding and growing fine, and no other symptom, night time cough can be due to several causes, reflux, upper or lower airway irritation/congestion, etc.. so better be seen, good luck

This sucks: If you find any way to teach a 7 month old to "spit", you'll win a nobel prize in medicine. They cannot nor can they be taught to do that at that tender age.  You have to suck it out for them.  If they cough and/or gag on mucous and you can hear it in the back of their throats or in their  mouths, take the bulb syringe for nose sucking and use it in  mouth & throat. This will clear the secretions.

See doctor!: Your baby is sick and needs antibiotics asap.  The infection is also affecting the eyes needing antibiotic drops.

Infancy Colds -: Fill all your bottles with 2 oz of pedialyte-equivalent. 
Offer one every half hour and allow the baby to refuse.

Run a humidifier or vaporizer to add moisture to the air.

Cancel any other plans and snuggle with good hand washing reminders for all care-givers.

Rest

It's no fun to have an infant with what sounds like a viral infection, but ... they usually pass quickly with supportive measures

Unfortunately : Unfortunately there are no over the counter medications that treat cough and chest congestion in a 5 month old. For this reason it is important to bring the baby in for an evaluation of their symptoms. Prescription medications can be prescribed as deemed necessary. 
A few things you can do for babies this age is to put a humidifier or cool mist vaporizer where the baby sleeps, use pediatric salt drops (peds ocean spray) for nasal congestion, and tylenol (acetaminophen) as needed for fever, pain, and irritability (indicator of pain).

Get baby checked: Constipation at this age is either diet related, i.e excessive dairy intake or some reason for them to hold stools like an anal fissure, for which a proper exam will be helpful. In the meantime, u can add more vegetables to his diet and give him Karo syrup or prune juice.

Constipating foods: You will find that rice cereal, bananas and  apple sauce are often constipating foods. It is not an allergic effect. Loosening foods include juices like apple or prune and various fruits like peaches or prunes.

Do not give.: There are many studies showing that over-the-counter cough medicines do not work for children, and in fact, many can cause side effects in some kids. In my opinion, these medicines do not work and do more harm. I hope you child feels better soon.
