Go to Dr.: Try elastic support either with knee elastic brace or wrapping with ace bandages, but most likely you need aspiration of the fluid with a needle/ syringe  done by a rheumatologist, an orthopode ( especially if the knee was operated) or a pcp (primary care physician )that feels comfortable doing it. Apply cold if recent injury, warm if chronic. Also r.I.C.E. (rest, immobilization, cold, elevation).

Go see your doctor: But first, there's supposed to be fluid in your knee. Synovial fluid acts as a shock absorber of sorts so you really don't want to get rid of it. Second, why do you want to mess around w/your knee if it doesn't hurt? Better to leave well enough alone. Bottom line, go see your family doctor and explain in full detail what's going on and what's on your mind that concerns you about your knee.

If arthritis is the cause, Acetaminophen or a NSAID may help.  Sometimes, your doctor can use a needle to drain this fluid.  Rarely, the fluid is secondary to an infection and requires antibiotics.  See your doctor.

Probably not a keloi: You probably have a hypertrophic scar rather than a keloid.  Most people confuse the two.  A keloid, by definition overgrows the area of injury.  It is frequently seen in people of color.  Do a search on the internet for keloid and let me know.   If it is a keloid, frequently cortisone injecitons help.
