Yes, if asymtomatic: Many athletes have very low resting heart rate.  However, u do have symptoms so u might want to check that out

Orthostasis: Without examining you or having any testing, the most likely diagnosis is orthostatic hypotension.   It can be related to simple dehydration or sometimes something more serious. You should see you doctor. They can get some information  by checking your vital signs while laying down, sitting and standing.   After that and a good history and exam you'll have a better idea.

Measurement bias: A single BP measurement doesn't diagnose high blood pressure. You need an average of many blood pressures obtained at complete rest over a period of time to make the diagnosis. Your dizziness and single reading are probably unrelated.

See a doctor: First thing to figure out is whether ur rhythm is regular or irregular at those high heart rates. The fact that u feel dizzy is of some concern. U need a n ECG at a minimum, complete history and physical exam. In the meantime make an effort to avoid dehydration and see if the episodes of high heart rate stop .

Not normal: Propanol is a beta blocker and it usually reduces your heart rate. It shouldn't increase your heart rate at all unless you have developed an abnormal reaction to it. Please go to your nearest emergency department as you may be at risk of developing an arrhythmia

See your doctor: This problem has to do with circulation, and difficulty getting blood to your brain and eyes when you stand up. It is called orthostatic hypotension, and needs to be addressed by your primary care doctor.

for almost 2 weeks now, im having dizziness and high pulse rate while just sitting down, but my bp is normal. im 59 yrs old...is this just part of normal aging ?

See your doctor: If you are wondering if your heart is causing your dizziness, you would need to know your blood pressure and your heart rate while you are in various body positions.  Other questions include do you have chest pain or shortness of breath and what is your normal heart rate and blood pressure?  I recommend that you see your doctor to address your question.
