Maybe not: Hives is common. Most people get hives some time in their lives. Hives are an allergic reaction to some allergen, but celiac disease is a different type of allergic immune system reaction. Perhaps in the future, there will be more research information on any relationship of hives to celiac disease. Celiac disease is associated with an itchy rash with blisters, called dermatitis herpetiformis.

Many causes: Rashes can occur from a variety of causes.  You don't say how old the child is, and that cna help narrow it down. You mentioned hives and fifth's disease.  There are many infectious causes, mostly viral in nature, that have rashes with them.  There are also some bacterial causes, like scarlet fever when a child has a strep infection.  Finally, there are non-infectious causes - contact rashes, etc.

No: I really can't tell if drinking Aloe Vera does anything although it may possibly benefit the skin when used topically. In fact, I can envision that a rare individual may even develop hives from becoming allergic to it.
