Yes, but...: Theoretically, yes.  Does it ever happen?  Hardly ever.  If a person with untreated HIV were to bleed into someone else's fresh open wound, HIV could be transmitted.  But this is definitely not what's keeping the epidemic going.

If the exposure time was prolonged or repeated, then the risk would be proportionately higher. If you have been exposed, you should see your doctor for serologic testing and follow-up.
