Varies: There are a number of potential causes, and an exam can usually degermine the cause.  There is a condition known as snapping hip syndrome, for example.  A contracture of the tensor fascia lata, which is a tendon on the outside of the hip, can cause the hip to pop as the hip is flexed and extended.  A slight instability of the hip can also cause it to sublux in and out as well.  Thank you.

See a physician: It may reassure you to know that the hip joint, the biggest ball and socket joint in the body, simply can't just pop in and out - that is physiologically impossible and if it were possible, would cause tremendous pain and disability.  Most likely you have a subluxing iliopsoas tendon (snapping hip syndrome), which can cause popping sensations, but can usually be treated conservatively.

Loose ligaments: You are either very limber/flexible or have loose ligaments, both which can see this. Weight-bearing exercises attention to the hips (gluteals, quads & biceps femoris in particular) can help tighten this up--if doesn't do it, physical therapy eval can help.
