Not dangerous: I'm not quite sure how to put together this constellation if symptoms other than normal scarring after an operation. I ca say that it does not sound like there is anything dangerous going on. If you're concerned, see your hernia surgeon for an exam. Hope this helps!

Man stuff: The positioning of these glands is variable. They are moved up and twisted around by your cremaster muscles and it sounds like yours is working a little extra. Probably normal: It IS normal for one testicle to be smaller than than the other. If you testosterone levels are normal, they're normal. I suspect you're barking up the wrong tree.

No...but if the dude: Were to lose both testicles for any reason he might maintain a "boy soprano" voice, eunuchs were exactly this.  A man with one testicle with cancer and it is removed, stil has another, and if his voice has or had not changed, the other testis makes suffiicent testosterone to provide male characteristics, and if the testosterone level is low, it can be replaced. Still a real dude.

Happens: Could be as simple as lower ambient temperature and testicles trying to get closer to the core. As long as US is normal and u have no pain or redness, I wouldn't worry about it.

It happens: The testis travel with their blood supply from their origin next to the kidneys down into the sac, usually by 28-34 wks in pregnancy. Some don't make it all the way. The  work better if they at positioned properly. Sometimes a muscle holds them high in the sac. I wouldn't stress at this point. The scan will document normal blood flow/size/function.
