Yes: Yes, classic lesions are blisters, but I have seen it cause anything from rashes to bullae (large fluid-filled blisters).  However, it is important to evaluate other causes of rash and not just assuming it would be hsv, as it would be an atypical presentation.

No: The most common condition affecting these areas in the way you describe is rosacea.  You could also have shingles (zoster) .  Check with your ophthalmologist to rule out or treat these conditions.  H simplex usually causes a very localized wet blistery lesion on the skin rather than a rash.
