Possibly bug bites: There are many causes of red "spots" which when touched are not flat on the skin but instead are elevated off the skin.  They can be red from scratching or from being bitten by a bug or be a blister from a burn.  Some raised lesions have fluid in them such as a blister.  When the spot or leasionis red it is usually inflamed. Whelps from an allergic reaction can also be red and raised lesions.

Salt water soaks: You may try salt water soaks but whatever you do, do not try to squeeze or pop it yourself.  Take 1 table spoon of salt to a pint (large glass) of warm (not hot) tap water.  Soak a wash cloth in it then let it sit on the "boil" for 5-10 minutes 2-3 times each day.  This may help.

without seeing the sores I have to guess this is either a fungal infection or a folliculitis (infected hair follicles--usually caused by staph).

I would try an over the counter anti-fungal for a day or two unless it is worsening. Then one would need to be seen by a good medical provider.

This : This rash could be a few different things.  
- impetigo is a skin infection caused by bacteria - either streptococcus or staph.  This needs to be treated with antibiotics.
- contact dermatitis is skin inflammation.  It can be caused by plants such as poison ivy or poison oak or it can be from contact of a chemical or item that a person is particularly sensitive to.  This is usually treated with steroid creams or oral steroids.
- viral illness such as chicken pox, shingles or herpes can also cause painful blisters on a red base.  This can be treated with anti-virals or just needs to run its course depending on the severity of the infection.

The best thing to do is to contact his doctor and have him seen, since each possible problem requires different treatments.  Good luck.

Probably not: The adhesive is irritating to the skin and commonly causes skin changes such as these.  If it disappears within 48 hrs, probably nothing to worry about.  Non-latex contact allergy to adhesive is possible and can be diagnosed with testing if the problem worsens.
