Mostly not: Few herbal medications have ever been clinically tested.  The FDA does not evaluate herbal medication.  The companies that make them have few internal controls and according to Consumer Reports, the contents of the bottle frequently bear little resemblance to the quantities listed on the bottles.  Most of these products are harmless; few have any effectiveness.

DIfficult question: Herbalife offers expensive over the counter food and supplement products that are advertised to promote weight loss. There were concerns that some of the herbal ingredients may be associated with liver damage, but this link has not been proven. There is no evidence i'm aware of  for health benefits - although it may be possible to lose weight by following their dietary plan.

Fresh ginger extract may have blood pressure-lowering effects, according to some small studies.

No: Consumers have a choice whether or not to purchase a particular herbal product.  We should educate ourselves on the evidence of their benefits prior to purchasing them for a particular purpose.  The product companies will be biased in the reporting  benefits for a host of conditions  but we have to use our own knowledge to determine the validity of their claims. The fda also plays a role.

Herbal Incense: You might be referring to synthetic cannabis or marijuana, also known as "spice."  it's a synthetic designer drug where unidentified herbs are sprayed with unquantified amounts of synthetic cannabinoids.  It's a dangerous drug because, like with marijuana, it can precipitate psychosis -- and also you don't know what you're getting. Designer drugs are made to evade laws against them.
