Wart?: Skin tags are benign skin colored growths. They're typically not rough hard or scaly or pointed. It sounds like what you're describing is a wart which is caused by a virus, is not dangerous and can be treated. However with all this said get the growth checked out by a dermatologist to confirm it's benign nature.

Evaluation Is Needed: I needs to be evaluated, in person, preferably by the same physician who saw the previous lesions.
In the meantime, take a picture of it with a ruler so you can readily show your surgeon how it is progressing.

Torsion: Twisting the tag can cause an infarction of it. This means the blood supply was turned off and the tissue has died. It is likely to dry-up and drop off. If not it is very easy to remove it. No stitches.

Make sure skin tags: Make sure by showing to PCP these are skin tags not due to viral infection.knowing you are asymptomatic more likely skin tags and if so no need to do anything

Thrombosed rhoid: Most likely a thrombosed external hemorrhoid .  It will resolve with time .  Sitz baths are very helpful.

Condyloma: These are very likely warts, which re contagious, and need to be checked.

Get it checked: Hard to say what this is. It could be a cyst that has become infected or an ingrown hair. 
Either way, it should be seen by your doctor. These are typically removed after the acute inflammation has stopped (No longer seeping) and can be sent to pathology for a definitive diagnosis.

However, more serious things can present like this so please have it evaluated by your family doctor. Best wishes.

Maybe not: Little bumps that have a "small hard ball" inside are more likely to be acne bumps, which means open comedones (blackheads), small acne bumps (closed comedones), or small acne pustules (whiteheads). They could also be molluscum, which are caused by a virus.
Skin tags and HPV warts don't tend to have a lump of stuff inside the center.

skin tag turned hard red and slightly painful. in mouth, upper area towards the back near tonsils. had this for a year now but this morning its uncomfortable and semi painful. what could it be?

: Any lesion that has not resolved on its own within a two week period should be investigated. It is important that you see an oral surgeon or a hospital based oral pathologist for a proper diagnosis and treatment. Don't delay.
