Torsion: I think what you are referring to is testicular torsion. Yes if it is testicular torsion you will have extreme pain. You should definitely go and see your physician.

while washing my testicles i accidentally scrubbed too hard and felt a quick pain. it subsided straight away but should i be worried? and when should testicular pain be a cause for concern?

: Testicles are very sensitive to discomfort/pain. So that was a normal reaction. . Testicular pain is of concern if it is severe, contiuous , accompanied by swelling, redness of skin (scrotum) and without history of injury.

after working hard at the gym i have left testicle pain. just dull  weak pain. i can't feel bulges, humps , redness or swelling. should i just rest or?

Get it checked: The pain may be nothing more then a strain, but it could also be something more serious. Years ago i personally had a similar pain that continued to get worse. I finally had it examined and found a problem. Testicular cancer. If i hadn't had it examined and treated i would not be here today. It might not be anything in your situation but please have it examined, just to be on the safe side.

Testicular pain: Severe testicular pain can be caused by torsion, if pain of sudden onset. Also torsion of appendix testis. Epidiymitis due to inflammation causes severe pain. Epididymal cyst or spermatocele can be tender &amp; painful. Hemorrhage into testis tumor can be painful. Hydroceles &amp; varicoceles can cause mild pain. Engorgement of testicular veins so called "lovers nuts" or "blue balls" can be very painful.

Dr to examine testis: In general, testicle pain means a trip to the doctor right away because the testicle's blood supply can be twisted off (called torsion). What if only slight aches or pains? That would likely be some other, non-urgent problem. One's primary care doctor can help, because the details matter... where is the pain, how did it begin, how bad is the pain, how strong is the shower, is there a rash, etc...
