: Syphilis doesn't show up with anything like this. Probably folliculitis or a sebaceous cyst. Keep your hands off (no squeezing etc) and see a doctor. Good luck.

Maybe normal: This definitely isn't herpes, which does not cause hard white bumps. All herpes lesions change appearance over a few days, from red bump to blister to sore; anything that doesn't change for a few days cannot be herpes. This also doesn't sound like warts; I'm guessing he just has prominent (and normal) sebaceous glands of his penile skin. If he's always had them, forget it. See doctor if in doubt.

Bumps on penis: The bumps may be ingrown hairs, pimples, or warts,  they may also be due to an std.  So, it may be minor or a bit more involved.  In any case your doc can determine what it is and treat it.  Dark damp places can make all of this worse. Plaque is also a possibility, especially if your penis curves.  The very best to you.

Not herpes: This isn't herpes. Herpes causes red bumps, blisters, pimples, or open sores over 1-2 weeks. Anything that looks the same after 1-2 days is never herpes. This might not be abnormal. I'm wondering about pearly penile papules or Fordyce spots. Google both and see how the photos compare with what you have. If any doubt or you're still concerned, see a doctor.
