i have a small lump above right ball on pubes. doesn't seem to connect to testicles at all. feels hard like a fatty deposit. could it be a tumor or ca?

Not Ca: A small lump  above the testis essentially refers to  a process in the spermatic cord high in the scrotum.  May be a small clot in the spermatic vein or adjacent structure.  In rare instances a malignancy develops in the distal spermatic cord presenting as a growing mass in the upper scrotum.  If the lump you feel starts growing, have it checked by urologist.

are fat deposits in belly usually hard to touch?

Well: There is internal fat - that might be hard to palpate. The fat that is external to your abdominal muscle should be easy to feel (unless you have very little of it).

Need to remove it: It could be any number of diagnoses, including a synovial (join-derived) cyst, a non-synovial (hair follicle) cyst, lipoma (a fatty growth, but rather uncommon on the hands), or even an abscess ( a localized infection). I would remove this growth. A dermatologist/dermatologic surgeon or hand surgeon can do this procedure and once it is removed and biopsied you will know the diagnosis as well.

Lipoma?: You may have a lipoma which is a benign collection of fatty tissue. You should have it checked by a physician.

Why lose weight?: If your body fat,percentage is low, chances are that you don't need to lose,weight.  That is why it is hard.  Why are you trying?  If you want to firm up, try doing weight bearing exercises and lifting.  But trying to lose weight will probably only work against you.
