Why?: There is no known safe approach in getting more hair on the chest.  The question you need to ask is why would you want that?  If you believe that this will make you more virile-appearing, you should first poll the gender you are attractive to whether this is really a desirable feature.  In fact, many people with hairy chest actually want to get the hair removed.

Hair growth: the hair growth is genetically programmed. can't do much except shaving or you can look at seeing a cosmetic medicine doctor who may be able to offer electrolysis.

See below: You may have a hormonal (endocrine) imbalance. Pcp can order appropriate blood tests or you could see an endocrinologist for evaluation & treatment. Don't take any new meds without first checking with your doctor.

You can't : You can't "spot reduce" fat. Some men have gynecomastia, the abnormal development of large mammary glands in males resulting in breast enlargement. This can be addressed surgically.
