Could be: What you described suggest infection of a hair follicle and could be due to staph. You may try fomentation to hasten the process. You may also apply a topical antibiotic like Neosporin to prevent spread of infection to other hair follicles.

Red dots: Grouped red dots has a wide list of possibilities. Most often, eczema and contact dermatitis must be considered. Aggressive emollients are helpful. Bug bites, including fleas, can lead to grouped red bumps. Also infected hair follicles can do the same. Further specification is very difficult without visual assistance.

Small hemangioma...: Little red dots you described resemble small hemangiomata or " bundle" of small capillars causing red spots as blood is visible rhrough thin cappilary wall and surface if skin. They are very commonand benighn. Just cosmetical nuisance .But if any doubt , see your doctor to take a look.

Rash: It would be rash of me to attempt to make a diagnosis without seeing this rash. This could be due to insect bites, allergic reactions, contact dermatitis and other possibilities. Show this to a doctor and give them a full history.

Also, initial herpes usually occurs at site where inoculated, i.e. generally at sites of maximum friction during sex, such as labia, vaginal opening, etc. Recurrent oubreaks can be on thighs, but rarely first infection. See your doctor if still concerned.

Sounds like: a mild folliculits (inflammation of the hair follicles) due to the RUBBING of your pants on your thighs. If you wear tight jeans etc ..this may be the culprit.
