Probably not STD: Many skin conditions affect the genitals. Some can occur anywhere and happen to involve the genital area; others are specific to the genitals. It's almost never an STD. Several things: First, it's not uncommon to have some pigment changes related to a surgery like a circumcision.  If that's truly the case, you are better of just learning to work around the cosmetic issues that comes with something like this; I won't deny that it may be bothersome cosmetically.  Do make sure this is really circumcision related and not something like vitiligo.  Talk with your doctor about this.
