No: The grading of the amount of cupping or loss of nerve fibers in an optic nerve can be very subjective.  Some optic nerves are just variations of normal, and not suffering from glaucoma.  Has a visual field test been ordered to look for visual field loss, a more reliable sign of glaucoma.

Early changes: This means that there has been some early damage to the optic nerve/ retina. As long as the eye pressure is controlled over every exam you should not lose any vision. Visits to the eye doctor every 4 months is recommended.

Birth defect: A few are born with significant maldevelopment (mostly loss) of an eye with loss also of the optic nerve.  There are many with varying degrees of optic nerve dysfunction but they of course still have a nerve.  An eye with no optic nerve would be totally blind.

I assume the doctor who discovered this was an ophthalmologist (I hope) who would initiate a work up to see if this is the cause.  You should be seeing, for this, an ophthalmologist.
