Here are some ...: Congratulate for being able to cope with post-circ care up to the present - 14 days. What you described suggests your post-circ incision has evolved reasonably well. Based on what it is now, it's still most advisable to leave the incision alone, and you may shower it but dry it soon and keep it as dry &amp; clean as possible. In 1-2 weeks, the look of your post-circ penis will be different then.

Pearly papules?: There is a benign condition called "penile pearly papules" that raises concern among most men, but represents no disease.
It fits your description: can be single or multiple, and looks like a flat wart. Unless you see a steady growth, or other abnormal features (such as bleeding" it usually represents no harm.

I suggest you compare the lesion with online images and ask again if evidently differen

Scar on penis: Buy a little bottle of vitamin E oil and apply it externally to the scar.  This works sometimes. Above all, remember that your self-worth is about the type of person you are, not scars or, height, skin tone, hair, etc.  Peace and good health.

when i get an erection, i can't fully retract my foreskin over the glands of my penis. why is this? is there any solution? i'm uncircumcised . thanks

Yes: First i would use a prescription strength steroid cream to apply to the foreskin twice a day. That may allow the opening to relax and the foreskin to retract.
Alternatively, a circumcision or a preputioplasty which are surgical procedures to relieve the foreskin tightness.

Penis Sensitivity: I believe you may need to see a good urologist. This does not sound like the normal experience for a man. Frequent or past sexual activity should not lead to a loss of penile sensitivity. I'd be curious to hear what the urologist who evaluates you has to say.

Phimosis at 16 years: By 16  years the foreskin should have retracted to expose the glans penis .Please consult  your pediatrician and ask him or her about using betamethasone cream to soften the prepuce

Infection: Swelling, redness, and pain are all signs of inflammation and possibly infection. They could be symptoms of an std, and you might consider making a doctor's appointment to have some testing done.
