Basics: The rectum &amp; anus are the same thing. They are located at your rear end &amp; coordinate the expulsion of feces. Pubertal hair changes are extensive &amp; cannot be detailed in the  limited space available.

No: Nobody ever needs to shave anything.  You can shave anything you like but it is never necessary.  What body parts people choose to shave are culturally determined and those preferrances change over time.

Yes it is possible: Growth of genitalia and pubic hair growth comes first. Armpit and facial hair comes later. Some man, especially some Asian men never have much in the way of facial hair. Be patient hair will come. Then comes the choice "to shave or not to shave".

The only way to understand your status is to have a few tests done. These can be started by your regular doc who may send you to a specialist if the issue is not clear.  A family history  of delayed puberty would suggest a time issue.
