Not necessarily: If the mole looks bigger because the skin it is sitting on has stretched due to growth of the breast, it is not worrisome. You may wish to watch and wait. If the mole doubles in size, becomes irregular in size, shape or color, bleeds, ulcerates or develops a nodule, see a doctor.

Breast : Breast size is pre-determined by genetics. Herbs such as the ones listed will not increase her breast size, and stopping the herbs will have not affect either way. Think about it, if the herbs actually increased breast tissue  there would be no need for breast implants and women across the world will be taking supplements and saving lots of money. 
To answer your question, I do not believe any formal studies have been done to determine if the above herbs will increase the risk of breast or ovarian cancer. Unfortunately since these herbs are not regulated by the fda (food and drug administration) there will likely not be any formal studies any time soon.
The person in question should know that her breasts are still growing and she should be patient. Also learning to love your body as it was intended to be is the key to happiness and self confidence.

Lots of variables: The final breast tissue contour and volume depends on a number of genetic and hormonal factors. Pubertal changes also may come in over &lt;4 years or &gt;7 depending on the kid. Some women will have a raisin on a pancake breast contour and some will have oversized melons. At 14 you can't predict final outcome but such variations in final appearance remain.

See endocrinologist: When a girl has developed axillary and pubic hair ,had spurt of growth ,full  breast development and started menstruation that shows she completed puberty development .Your diagnosis of PCOS and undeveloped breast at 19 years of age shows there is harnone deficiency .You should consult GYN and endocrinologist doctors for  investigation and treatment

No way: To prevent breast growth that I am aware of. There is a condition called juvenile hypertrophy of the breast that may require surgical correction. I would make your pediatrician or doctor aware of the problem.

Very rare: It depends upon what you mean no breasts.  By 18, a woman should have gone through puberty and have menstrual cycles and some breast development.  Breast size varies a lot person to person, but after puberty there is nipple development.
