is the penile frenulum usually removed during circumcision?

Not in infants: I cannot speak for the adult procedure but in newborns this structure is left alone. The effort is to remove only the foreskin that covers the glans, not intrude on any other structure. Sometimes the frenulum is not as prominent in some infants as in others.

is it possible for a tight frenulum to cause penile curvature (bent forwards like a banana)?
it looks limp even when hard and makes me very anxious.

Yes;: If simple pain and irritation is the problem, an OTC cream with cortisone and lidocaine will likely take care of it.  If there is a cut, then neosporin should be added.  These types of meds are widely available OTC. If these topicals fail to work you need a urology consult.

Normal: Tyson glands  are ectopic sebaceous glands on the ventral surface (underside) of the penis. No treatment is required.

Odd: How long have these "white bumps" been on your penis? Why do they bother you? You've apparently done some research of your own to have come up with "pearly penile papules." Are you trying to "pop them" simply because you don't want them there? If it is PPP, they have no clinical significance, and you should leave them alone. The surgeon MIGHT cause more problems than you are hoping he'll solve.

suffered a tear on my penile opening, otherwise known as the meatus it is vertical going down the frenulum and is probably the width of a paper clip (not big at all) i feel no pain whatsoever. but am wondering if it will close itself up with time?

Circumcision: If there is no reason not to have one, a circumcision would certainly help, and the frenum could be retreated at the same time. All depends on your goal of treatment. Good Luck.
