Neither: If you are talking about the penile frenulum, it does not matter if it breaks or not.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Torn Frenulum: Tearing of the frenulum under the tongue is common.  We even cut this in infants who can not nurse well or protrude their tongue due to a tight frenulum.  It does bleed profusely initially then stops.  It will be sore for 5-7 days.  It heals well, there is nothing else to do, these almost never get infected.  In 27 years I have never seen one infected.

i had frenulum breeve so i got the laser operation. it is better now, but i do not know if it's still too short. how can i know if i'm good to go for sexual intercorse?

Frenulectomy: Frenulum breve typically involves a band of tissue anchoring the head of the penis to the underside of the main shaft which causes a bending of the tip of the penis downward. Once released through a frenulectomy, the tip of the penis should be aligned with the glans. Post surgery, once the site is healed, there should be no further need for delaying intercourse. Wear a condom to prevent STDs

See remark: Holes in frenulum just don't happen ??Have you had infection? you must be uncircumcised ,maybe the foreskin is tight ??
You can sit in a warm tub for 10-15 minutes,afterwards dry yourself,then gently retract foreskin,apply a dab of 
Neomycin ointment (obtain from local drug store). to tender are twice a day.Alternatively,see a urologist,or even any M,D.

: Yes, it is likely related to a vigorous masturbation. If that is the case the lesion should change color and disappear in 3-5 days.

Painful Frenulum: This appears to be post-traumatic. Try sipping ice water. If not relieved, can use Clear.ease Lozenges - one 4x a day melt in mouth between cheek and gums.
Rest your tongue - you can text, but not talk!
