Not likely: Foveal Hypoplasia is a genetic (dominant transmission) disorder with some treatments but no cure.  It mostly involves the part of the retina (back of eye) that allows very sharp vision.  Stem cells should not be of any use in a genetic disorder.

Phthisis: Unfortunately, phthisis is a permanent condition and there is no treatment available to give you vision back in that eye.  The most important thing you can do is to protect your good eye at all times, especially when you are participating in activities which are a risk to injuring that eye.

: It depends on the case findings. Many of these are minor. When the feature does not interfere with the function of the hand it is usually left alone. When needed a hand surgeon can operate to improve alignment.
