is it safe to have more than 3 c sections

Possibly: With each pregnancy after a c-section, your risk of complications with the placenta (placenta previa) and uterus (uterine rupture) increase.  Therefore, the more c-sections you have, the higher your risk each time.  However, many women successfully have more than 3 c-sections.  It's a good idea to discuss this with your obstetrician who can better discuss your personal risks.

i had 3 c sections jan 2001, nov2004 and may 2012 respectively and im pregnant 6 weeks.no  complications during pregnancy is it safe to continue 4th ?

Yes: Unless your doctor told you otherwise at the time of your last c- section it should be fine.

No: We would not offer a vbac after 2 cesareans.  The risk of complications is too high.

It is possible: Determining whether you are an appropriate candidate for VBAC includes reviewing your obstetrical history, taking a close look at your labor progression and why a cesarean was indicated for your previous deliveries. While it is now acceptable to VBAC after 2 prior c-sections, your doctor can help determine your percentage of success for VBAC. It is your doctor's desire to keep your delivery safe.

i had 4 c-sections. repaired hernia with medical mesh. i have saggy belly and i want to go in gor liposuction.  is it safe?

Not sure: Liposuction is what you need done. May require a tummy tuck to get rid of the saggy belly.

Uterine Rupture: I know of no OB or Family Doctor that would advise a pregnancy after three C-sections let alone a fourth c-section.

Generally No: Current standards are that delivery by C-section for non-emergent medically stable women be no sooner than 39 weeks.  Wether your medical conditions warrants early delivery is between you and your Obstetrician.

Unclear: It would be atypical to have vaginal atrophy while on a birth control pill that contains Estrogen. If atrophy was diagnosed by a gynecologist then a topical estrogen treatment may be appropriate.

1 year: It is recommended you wait at least 1 plus years because  of increased risk of abnormal placental implantation when you conceive earlier.

Around 1 in 3 births: According to the CDC, in 2014 there were 2,699,951 vaginal deliveries in the USA and 1,284,551 C-Sections.  The percent of all deliveries by Cesarean was 32.2% (or a little less than 1 in 3)  Best wishes!
