: Most of us are dominant on one side of our body and routinely use one arm more than the other. For most people this is the right arm but for left-handed people this is usually the left arm. In order for them to be equal, it is necessary to do strength training on the weak arm.

Costchondritis: If your pain is sharp in anterior chest on deep breathing , coughing or sneezing it is inflammation of costchondral junction, joint between rib and breast bone. 
Ice , ibuprofen and no weight lifting helps. 
If not better in 8-10'days see a physician.

Muscular: Classic description of muscular pain. You have pectoralis muscles, intercostal muscles, and even a part of the latissimus dorsi muscle that attach to your chest wall and when these are sore, they hurt in the pattern you describe.

i'm i to old to risk having arm lifts or arm lipo? my arms measure 20 in circumference. they are so heavy an interfere with my sleep an my jackets.

Skin elasticity?: At 69, it is likely  you have marked skin elasticity. Lipo will likely reduce the circumference of your arms which may accomplish your goals. However if you are going to b disappointed with the loose skin and expect taut toned arms, then lipo will not be a good option for you. If you can tolerate loose and hanging skin but smaller arms this could be acceptable. Otherwise you need brachiopasty.

Arm pain: Could be ligament or tendon sprain. Most of them gets better by itself. If not getting better of persisting for more than a month see a doc.

I doubt his heart: is connected to his arm. ANd it is on the left. Muscle, tendons, nerves are on that side and can be irritated by exercise or most anything. Rest, aspirin like drugs, and physical therapy might be useful.

Muscle pain: Not dangerous. Avoid moving that certain way or take NSAIDs for a few days (ibuprofen or naproxen)
If it lasts more than a couple of weeks, discuss it with your MD
