Muscle spasms: Sounds like a muscle spasm if you can see and feel it. Try some stretching and exercises. It should go away in time.

Many things: The two are not necessarily related. Heart flutter, if you mean sensations of fluttering in the chest, can be caused by an abnormal heart rhythm. But palpitatios can occur even if the rhythm is regular. Numbness of an arm is commonly caused by pressure on a nerve which can occur in the neck, elbow, or wrist. Occasionally, arm numbness can occur with heart chest pain. Also can occur with stroke.

Muscle twitch : Some likely it from fatigue using your iPad. There are possible neurological problems that can cause this. For example a pinched nerve in the neck. You can see a doctor in person to understand this.

: Anytime you are concerned about your health you should have a provider do a good history and exam, since limited info like this does not allow an adequate answer to be given. Twitching makes me think if fasciculations, which are muscle twitches that can be normal but can be other things. If your neck and left arm are both involved you could have some nerve irritation. Best to see someone.Good luck

wow. lots of palpitations over the last year but i just found out how to make it happen on command. laying on left side even propped up, if i reach my right arm over my chest and almost squeeze my pecs together, boom, heart pumps hard flutters. why?

Palpitations: Your heart lies on the left side of your chest. When you lay on your left side you put more pressure on your heart. This is why it is recommended you sleep on your right side. The increased pressure stresses your heart and this provokes your problem. A valvular issue would be likely.  I would talk to your provider.  Probably good idea to get evaluated. An echocardiogram might help.
