Go to Orthopaedic: Maybe you need to go to see the Orthopaedic surgeons for 're evaluation of the knee. Ask for a MRI of the knee for evaluation

what would cause an ice cold sensation down the back of my neck and running down my back? it feels like ice cold water but, i'm dry.

Nerve symptom: This sensation could be due to irritability or mild inflammation of superficial nerve endings in that region. Apparently there is no pain, tingling or pins and needles sensations which are also seen with nerve ending irritability or neuropathy. If symptoms persist consult a neurologist who may also check for deficiencies of vitamin b12, calcium, magnesium, potassium or for diabetes.

Could be: your semen that is poured inside. Try a condom to see if that resolves. Seems normal

Make sure shoes: Fit properly, keep in mind the orthotic takes up room. Some times big toe problems are related to the back, so check for any low back pain.

Clear fluid: This can happen with allergy or infections.  A more serious but much more uncommon cause could be a spinal fluid leak.  This can occur after head trauma, previous sinus surgery or spontaneously.   If this persists , get checked by ENT.

Difficult to know: without getting more history and examining you.  If you have a rash could be shingles.  Other possibility is neuropathy.
