Probably not: Not sure what you mean when you write 'floppy'. Did one eye close more than the other? If, when she is wide awake, both eyes look normal and symmetrical then I would not worry. If one eye is droopy she should see her GP.

Legs/arms falling: Asleep are from pressure on nerves or decreased blood flow, in that order. Numbness and tingling from nerve pressure is common during sleep when we don't move much.  The numbness etc is temporary malfunction of the sensory part of the nerve. Temporary floppieness is a malfunction of the signals sent from the spine to the muscles.  As long as its temporary, it's normal.

i have sticky skin on my eyelids, front of my neck, and behind my knees.  it's not "sticky skin syndrome", it doesn't happen when it's wet.?

Sticky Skin: If you skin is sticky when damp, but not when completely dry, you have something called acquired cutaneous adherence, or sticky skin syndrome. Sometimes it's caused by medication and sometimes not. It seems to be very rare and not much is known about it.

Urgent consultation: Bluish discoloration (cyanosis) of the cheeks, lips, tongue  or fingers is a serious sign and needs to be thoroughly investigated. Diseases of heart or lungs can cause cyanosis. Please see your pcp who after a history and exam would decide further action.

This implies a disturbance, anywhere from the brain down to the nerve or muscle. Some conditions with low tone include:down syndrome, brain injury, spinal muscular atrophy, prader-willi synd.

Motor delay: These babies are hypotonic i.e. They have poor muscle tone they consequently have delayed motor milestones. Intense physical and or occupational therapy is in order.
