Skin bumps: There are a number of conditions that can result in growth of benign flesh colored bumps on the face. Please have this evaluated by your dermatologist. Most of the time, these flesh colored bumps on the skin are just harmless small bumps, but rarely there are genetic conditions, like cowden syndrome & many others, that can have small skin-colored bumps that  have to be diagnosed early.

: Acne can indeed occur on the scalp, but other things can produce the bumps you are describing, such as folliculitis (inflammation of the hair follicles).  See a dermatologist for a proper diagnosis and appropriate treatment.

Oil: Yes. Any heavy oils sitting on the skin long enough will block the pilosebaceous glands leading to comedone formation with or without hyperkeratosis.

i have this little white bumps on my clitoris that has the size of a fungal acne on face. it doesnt get off quickly and its not creamy like pimples. its like a wet tissue kind of bumps. it hurts because it sticks a lot on my skin. what is it?

Cannot diagnose: Certainly white bumps could mean infection with bacteria, possibly yeast, or even venereal warts. This  should be examined by your doc for correct diagnosis and treatment. Good,luck
