Flea bites vs rash: Fleas only jump about knee high so the bites are usually below the knee and look like insect bites, firm red itchy-painful nodules, some may have pustules. Rash due to celiac disease is dermatitis herpetiformis, grouped crusted red bumps, urticarial papules or vesicles on extensor surfaces, such as elbows, knees, buttocks, back. Because rash is very itchy, usually we see mostly scratches on exam.

Wrist rash: It's possible that you had an allergic reaction and contact dermatitis from the bandage. Cellulitis(skin bacterial infection) usually burns and reddens instead of itching. Apply a corticosteroid ointment, but if spreading redness and/or burning develops, see your physician for evaluation and treatment.

You : You might want to see your physician soon.  It sounds a little bit like scabies. This could be contagious.  If this turns out to be true, everyone in the household will need to be treated.

Could Be, but..: To help you i would need a few more clues.  Right now i would say it could be a lot of things.  As a general rule if its dry its okay to put hydrocortisone,  but if it looks damp lotrimin (clotrimazole) to start.  Could be eczema, could be tinea and the treatments for either could make the other worse.  I would suggest a visit to your pcp, or a dermatologist.
