Watch for signs: Was it a clean cut? Is tetanus up to date? Monitor for signs of infection. Keep clean with mild soap such as Cetaphil plain soap followed by light occlusive dressing such as petrolatum or Aquaphor or neosporin if not allergic. It should heal in 3-5 days if superficial. See doctor: The source of the rectal bleeding should be looked for, and it may be due to hemorrhoids, fissure, polyps, and more serious growths. You should see your doctor for evaluation of this bleeding.

See below: If it is a cat not known to you such as your own or a neighbor, you need to make sure that there shots are up to date and that you see a doctot.
After cleaning it apply an antiseptic to the wound such a s neosporin.

Light bandage: With the skin chafed he might need a light dressing with an antiseptic ointment for a few days to avoid infection. Sorry 😐 😪

Laceration : You may need stitches if there was heavy bleeding. If the glass was dirty then it is important to clean and disinfect the laceration. Rubbing alcohol is a good start for cleaning the site. Keep the hand elevated and use ice to reduce inflammation and swelling until you can get to a doctor to evaluate the laceration.

Seek Help: I am sorry to hear about the trauma you have sustained.  Given that there is a break in the skin (with a laceration present) best to be seen in an urgent care/emergency room environment where your injury will be washed, debrided if necessary, and sutured as necessary.  Bleeding will be controlled and measures will be taken to avoid infection.    Vaccination status will be reviewed.

Wash, treat, cover: Wash cuts and scrapes with tap water and a liquid soap. Dry the area and apply an antibiotic ointment such as Bacitracin or bacitracin/polymyxin. Cover with a band-aid. Continue this regimen 1-3 times/day until the wound is healing well, usually 1-2 days more minor cuts and 3-5 days for more significant injuries. Note than rubbing alcohol & hydrogen peroxide often prevent adequate wound healing.

Glass in wound: You scare me. 
Just flush the wound with copious amounts of clean water. Disinfectants on wounds (hydrogen peroxide, for example) kill the good cells along with any helpful things that they may do.
Now for the glass: are you really able to going to tackle this yourself? How about seeing someone in the local wound center or your clinician?

Laceration: The most important points to make is to control bleeding with some type of pressure and keep the wound clean.  If you have tap water available then make sure the cut is clean before applying a dressing.  If not  then keep it covered until you are able to clean the cut.
