Premature beats: Often premature beats may cause a fluttering in the chest. They may also cause a skipping sensation. If the upper chambers of the heart contract after a premature ventricular contraction against closed valves, blood may regurgitate into the pulmonary and neck veins. This may be evaluated by a cardiologist.

If you're having Sharp rib cage pain, worsened by a deep breath and radiating around the side to the back, a pinched nerve which runs between two ribs is suspected.  In view of your shortness of breath, an exam is indicated.

Neck pain: Neck pain can cause dizziness or imbalance. Vision problems and vertigo are more likely coming from the brain. An MRI rather than a CT of the brain and cervical spine may yield more information. You need a thorough evaluation with a neurologist or neurosurgeon.
