Not really: You should take care to protect your eyes from uv rays, however.  It will protect agains macular degeneration, and possibly against cataracts.  There are some conditions of the eye caused by excess sunlight and wind, like pingueculae or pterygia.  But once they are present, avoiding sunlight won't help.

Photophobia: or sensitivity to light can be natural.  New photophobia can be a sign of a problem with the eyes.  Visit an ophthalmologist if this a new problem for you.

No: There is no difference with either light with respect to the health of your eyes. Sunlight , uv light can cause some changes in your eyes . Hence the importance of good uv blocking sun glasses.

The sun is strong: Sunlight is modified by a number of reflexes to minimize damage to the eyes.  If you have a sudden, and new sensitivity to sunlight, then there could be inflammation of the surface of the eye or inside.  If this is true, then see your ophthalmologist to determine if your eyes are fine.

Time: Your eyes will adjust for bright sunlight with time but sunglasses will make you more comfortable and protect your eyes from uv rays.

Not good idea: Sunglasses protect the eyes from the brightness of light and uv light.  These are good protective measures and in bright light you can usually see better with sunglasses.  Your eyes will not spontaneously get used to too much sunlight although a minor degree of tolerance may be experienced.

Several possibility: You could consider wearing sunglasses?
Also, consider if you have unusually dry eyes, to see your family doc and have them consider you for medication to increase your tears. Alternatively, consider over the counter saline eye drops. Does the sunlight hurt your eyes even without the wind? Go see an opthalmologist. 
Lastly, consider if you're taking any medications? and potential side-effects.

when i go outside in bright sunlight, it takes my eyes  5 or 6 minutes inside to get to normal vision-i can see clearly, but it seems like it's darker?

It takes time: Some people can have trouble adjusting from light to dark conditions or vice versa.  If your vision is otherwise normal, it is probably not a serious condition.  There is a group of rare retinal conditions, however, that can present with similar problems that can lead to decreased vision.  In order to determine if you may have one of these rare conditions, you need to have a dilated eye exam.
