Depends on how high: In general the answer is no; it is normal for us to have times when our blood pressure is a bit high when under stress and as long as it is normal most of the time occasional elevated BP is no cause for concern. However, it depends on how high it goes- if it goes really high (say systolic above 200) even a brief elevation could cause a life-threatening problem like a cerebral hemorrhage.

Chest pain mixed bag: A good reason for going to an ER to evaluate chest pressure in anyone over 50 with risk factors for coronary artery disease is because its hard to distinguish emotional from physical causes of pain without further testing.

No: Chronic high blood pressure is not a disease of abnormal hormone levels.  That said, some blood pressure medicines work by blocking angiotensin and aldosterone - renal and adrenal hormones that are involved in the process of high blood pressure. Some antihypertensives antagonize adrenalin.  Some BP meds act directly on blood vessels or the brain and have nothing to do with hormone levels.

Can't: "making someone more sexually active" sounds like trying to change their behavior without their consent.  There are no foods or pressure points that have this effect, and it would be unethical to try it anyway.  Good general nutrition (food) and romantic or erotic caressing (pressure points, sort of) can create a sexual mood, but behavior is up to the individual.
