Yes you can: You can work out, weight bearing exercises help to build bone, lifting weight, jumping, lunges, walking with ankle weights.  Once concern is to not overdue it. Also osteoporosis is unusal in at 30 y/o male. Testosterone, vitamin d , kindey function should all be checked and evaluated by your doctor if not done so already.

Not advised: You can but there is no need resistance training of a surgically stiffened and altered spine that has been contrived not to move y the plan of surgery was to stiffen your spine and protect your nerves more risk than benifit my opinion if you had your knee fused would you go to the gym to build your quad? For your back i recommend swimming pilates only if you have to do something  low impact.

Get to your: Nephrologist to make sure that your medications don't need to be adjusted in light of your osteoporosis.  Have him check your calcium levels too.  I am afraid that a weighted vest might place additional stress on your weakened bones.
