Not really: There are many drugs/medications that have the side effect of weight gain . That doesn't mean you should be taking these either to improve your physique. I'm actually fairly liberal when it comes to medical uses for marijuana, but use for treatment of eating disorders is not one of them. You can increase your caloric intake without resorting to mind-altering drugs. And finally, what is legal?

Yes, it could be: Smoking any substance irritates the airways and lungs and can lead to coughing, mucous, etc.  So yes, your cough could be caused by your smoking. Of course, mj can cause other side effects as well.

Hypertension: You are on a very low dose of Atenolol.  Should follow up with the person who put you on it to maybe adjust the dose.

I don't think Marijuana will do much, although it might relax you and lower your blood pressure.
However there are NO studies using Marijuana for hypertension or heart disease.

Gargle: Increase the amount of water and fluids you are drinking to help thin the phlegm, as well as gargling with something to help break up the phlegm, like a salt and vinegar gargle twice a day.

Hard to say: Methylphenidate is used to treat ADD.  Cannabis, particularly smoking it can aggravate ADD symptoms.   People with ADD are at greater risk of developing addictions  and hence cannabis can present problems there as well.   On the upside if cannabis is being used to help with PTSD or pain problems I could envision it along with the methylphenidate improving ADD symptoms.  Advise edibles only.
