After missing period: A urine pregnancy test done correctly will give a reliable result 3 weeks after sex (after possible conception) or 1 week after missing a period. The test can be done sooner, but there is no need to do that. Patience is a virtue. Being patient and waiting will avoid false negatives and avoid spending extra money to repeat tests.

No.  Do again in 1wk: No you're not too early, but sometimes these aren't always positive even at this time, so do again in one week.

Possibly: Periods are inherently irregular, but pregnancy is always a  possibility.  Home pregnancy tests are accurate, reliable and valid.  They should be done when you are about one week late.

Unclear question: If you had a period after sex, you are not pregnant. Three weeks after sex, you may get a blood test for HCG. You may do a hpt, if the result is negative, repeat the test 5-7 days later. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex. 
Get HPV vaccine.

Waste of time: The urine pregnancy test relies on hormones made by the developing embryo after implantation.Before implantation (days after conception), there is no hormones to test.In the early days after implantation, the level may be too low to turn the test positive.At the point you are late, there might be enough to test positive, but early on this can still be negative.

Missed period : Home pregnancy tests are very accurate. They are the same tests used in a doctors office. They can detect a pregnancy 7-10 days after conception. The best time to take one is when you miss your period.  If you doubt the result you can repeat it in 1-2 days. If you were pregnant the hormone level would rise enough for detection.

Probably too soon: you could certainly try, but typically the test is not very reliable until you reach the days on which you expect your period.  The urine test detects a hormone that is produced in response to the pregnancy, and it takes a couple of weeks for the hormone to reach levels that are detectable in the urine.  Earliest it can be detected is usually ~2-3 weeks after conception.
