Moisturize: Use a mild, unscented moisturizer for sensitive skin (like Cetaphil). Avoid lon, hot baths/showers and moisturize while skin is still damp after coming out. Use a mild, non-drying soap.

Only need frequent  soap/cleanser on areas that are dirty or create body odor. 6. Use moisturizer as needed. 7. Aim for 8 hours of sleep per night. 8. Maintain a healthy diet. 9.
 See dermatologist to determine cause of dry, scaly skin.

Tinea corporis: Tinea corporis (ringworm) is a fungal infection of the skin generally characterized (intially) by a red raised round patch, followed by central clearing and an advancing border.  Treatment is with topical antifungals.   Salicylic acid is not a recommended treatment for ringworm.

Might be fungal: Should have your dr / urgent care dr examine, as might be fungal infection (like w/athlete's foot) and need antifungal. Cannot say for sure over internet, as could also be overly dry skin or eczematous response, or potentially an std.

Eczema: It coukd be a patch of eczema which is dry skin. Severity can vary. Hydrocortisone can help . However skin on finger is thicker and may require prescription cream if it is chronic.
