dry flaky skin around the eyelids. how do i treat it without steroids. do i let it dry and flake or keep putting moisturizer?

Moisturizer: Moisturizer is useful.  Do not scrub your lids too often and hard with cleaners as this removes protective oils.  Consider also that you might have tear overflow which causes some skin dryness in that area like chapped lips.

Need to examine: It is not feasible to provide a meaningful opinion without examining you, however the puffiness under the eyes may be due to excessive intake of salt, try reducing your salt consumption. For dryness use an emollient like Vaseline.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

red eyelid on corner of eye and very dry flaky skin on corner of eye. treated with methylprednisotone aceponate but temporary effect, what to do?

Accepted Answer

Rash, or allergy: It may be from an allergy to chemical in shampoo, conditioner, facial soap, lotion, eye make-up, or an airborne allergy. As long as you get exposed to the chemical, the problem will persist.  Patch testing  by a dermatologist can identify the offending allergen.  Then avoidance of the chemical, along with temporary use of a milder cortisone should clear up the problem.

Seborrhea: This is seborrheic dermatitis; chances are your scalp is flaky and dry too. Try any of the medicated shampoos containing either tar or zinc pyrithione, plus Hydrocortisone cream. If that doesn't work you'll need to see a dermatologist for stronger, prescription treatments.

Eczema : It's possible that you have eczema affecting your brows and corners of your eyelids. This condition can also affect other parts of your body, like behind your ears, elbows, behind your knees, etc. avoid your eyelids, but you may trial hydrocortisone 2.5% cream to the brows 2-3 times per day to see if you respond well enough. The eyelids require prescription grade ophthalmic ointment.

Some other allergen?: You could have contact dermatitis from nail cosmetics (&amp; inadvertently brush the eyelids with the nails) or latex gloves or other chemicals.
You can continue being ‘self detective’ or could benefit from patch testing

It is called dandruff when is affects the scalp, but it can also be on other parts of the face & body (folds around nose, behind the ears, the forehead, eyebrows, eyelids, chest, around (the navel). Medicated shampoos used 2-3x/wk on these area as directed can help reduce the scaling. See your dermatologist.
