Evaluation: Sounds like you have a fungal infection. Would be good idea to be evaluated as there is medication available for all of these conditions. A physician may also need to perform a biopsy or culture as well.

Tinea pdeis: See a podiatrist. Try to moisturizer with soaking in warm water with Epsom salts and apply baby oil and heavy lotion like Keri or luberderm. If not better, see podiatrist  or dermatologist

May not be fungus: There are several causes of dry and cracked heels, including fungus.  However, dysfunctional glands in the skin can cause it as well and is in fact a more common cause.  There are many prescription creams to help with dry and cracked heels, including antifungal medications if it is caused by fungus.

See below: Athletes feet / fungal foot infections if left untreated can last for years.   Typically oral antifungal meds such as lamisil, (terbinafine) gris peg, Diflucan for 45 days in combination with topical antifungal creams gels or lotions can kill the fungus fairly effectively.   Often a bacterial component is present and a antibiotic pill or cream must be added as well.

Fungus: It is not killed by alcohol.  Fungus is a spore forming organism that can live 6 months or more when not in contact with a host .  It is susceptible to heat  , so steam cleaning will kill it as will lysol and other cleaners .

Unlikely: theoretically possible, practically unlikely. the two are  most likely unrelated.  you should get  your athlete foot treated

There : There is a possiblity. You also might have psoriasis. My recommendation would be to either visit a podiatrist or a dermatologist and have them take a skin biopsy of your feet and send it to pathology to discover exactly what type of skin condition you have. Based on that, a proper treatment plan and medication can be administered to treat it.
