No: In such a scenario, on an average day in a typical place on Earth, a person would not be at high risk of catching a bird-related illness. She would not be at medium risk either. Probably not even at low risk... but maybe at slight risk. Of course, we don't live our lives worrying about slight risks from random bird poop encounters. No worries.

Depends: For starters it would help to know what kind of bird it was and whether or not the poop was fresh. I would suggest that you brush, floss, and gargle with an antiseptic mouthwash or salt water. If you start to develop any symptoms like fever, cramps, etc. Then go to the doctor and tell them what happened. Try and be as specific as you can. Good luck.

Watch for infection: Your son only  touched  the bird dried poop and put the finger in his nose, you clean his finger and nose with antiseptic  solution or wash with soap. Keep his finger and nose clean, dry .Watch if he gets cough cold or running nose (any viral infection) then see your doctor.Only touching dried bird poop briefly  then chances of getting any  infection are much less .

No risk, no worries: In the US in the past 50 years, important medical consequences from dogs are very rare, esp. assuming the dog is properly vaccinated. The main risk is wound infection if bitten. Parasitic infections from dogs are very rare and ingesting bird droppings doesn't raise the risk. Anyway, for every time you know this happened, it probably occurred 10 other times as well. Nothing to worry about!
