: Hormonal changes/ imbalance can cause fluid retention in body giving these kinds of symptoms. Best is to see your Gyn to straighten this out

Yes: A little water weight gain is normal during certain times in your cycle... most commonly right before and during your period, and during ovulation.  This is due to the spike  in hormones at these times in our cycle.

Yes: You can gain weight anytime during the menstrual cycle. 

If you asking if ovulation can cause weight gain, then the answer is sort of. After you ovulate you produce more Progesterone which leads to retention of water (bloating) which can cause a woman to gain some weight. This weight will be lost with the end of the cycle when progesterone levels reduce back to normal.

Weight gain: Weight gain after ovulation is more noticeable after 30, since estrogen and progesterone are produced in higher amounts by your ovaries, as the eggs in the ovaries demand more stimulation prior to ovulation, and "water weight with bloating" is more common. Low dose oral contraceptives (if no contraindications exist) might be a good alternative, as they stop ovarian hormone production.

Very little: Weight from hormone fluctuations during a monthly cycle can go up/down a small amount, most often right before or on the first few days of actual menstrual flow. But, this is just a small amount and is not the cause of overall difficulty losing weight. See doctor to review nutrition, exercise, other health/metabolism issues that might need intervention.
