Scalp scratching: Can be either lice or scabies or fleas.  I suspect the first.  Better see your PCP asap for evaluation and treatment.

It could be lice: Key to both remove the nits that stick to the hair as well as the adult lice.  An all metal nit comb is very effective in removing nits. Come out small areas from scalp out.  Most over the counter head lice products only kill the adult lice. The us  centers for disease control and prevention has a great information website about head lice identification, control and prevention.

Lice: Body lice can find their way onto fabric – but they crawl there. They don't jump and they don't fly.

Lice: It is very difficult if not impossible to check for lice on your own head. Enlist a family member, or friend to carefully separate the hair and look for lice or nits (eggs) at the lower back of the head and behind the ears. If there is any evidence of Lice, or if you are constantly itching in these areas, Apply a Lice preparation made for hair to the entirety of your scalp. May repeat in 5 days.

Head Lice: Can be curable, but it takes some work.  See your doctor for diagnosis and proper medication.  Your doctor will give you instructions how to use the medication, what to look for, and how to recheck to make sure the infestation is gone. Doubt it: I see nothing in this common product that would kill lice unless it suffocated them accidentally. Since lice can go without air for 18 hours I find that unlikely. Lice are resistant to some of the OTC products in the US, but there are several that remain effective.
