: Herpes are small blisters that break very easily&amp;scab,are painful&amp;come in clusters.The pubic location is also good for it. 
If they are real tiny acne-looking ‘pimples’, it may be folliculitis.Some are pierced by a hair, not in clusters, red around and just tender. 
Anything you pick at, will bleed.
Remember:Herpes is contagious, it can become recurrent, medication will suppress it.

Herpes: Before a cold sore appears the area will sometimes tingle, feel slightly raised and may appear red and inflamed.  This pain or tingling sensation is called the prodrome (or warning symptom) and typically occurs 1 to 2 days before the cold sore appears.
A cold sore generally appears as a small, fluid-filled blister which goes through a cycle of phases.  The blister will usually weep then (ulcerate).

Doubt herpes, but...: This is not likely to be herpes, which generally does not cause sores in hairy areas, especially with the intitial HSV infection. And herpes rarely causes a "big raised bump" anywhere. I'm betting on pimples or folliculitis. But if you remain concerned, or if herpes seems possible because you are at risk for STD (e.g. new or unsafe partner), see a doctor or clinic. Better safe than sorry!

Herpes simplex: What you describe are unlikely to be due to Herpes infection.  The best way in which to check would be to unroof the lesions and obtain stains and viral cultures.  In the alternative you could get viral serologies to measure antibody formation, but these would leave you with no guarantee that the lesions you describe were due to Herpes infection which could have occurred at another time.

Either: They can be either, but usually are multiple in one or more clusters.  Also they can occur in the vagina or on the cervix and the patient may be totally unaware she has them.

Pubic lice?: Can’t really tell without seeing (physically or virtually). Sounds more like scabies/pubic lice rather than Herpes

Have doctor examine (physically or virtually), diagnose and treat.

there is a tiny cluster of bumps on the lip of my vagina. if i has to guess its maybe 5 of them and they are tiny and itchy. the bumps are clear and dont look to be doing any scaring. could this possibly be herpes or shaving irritation?

: It is not feasible to be sure without examining you. Herpes is likely and it could also be HPV. It would be prudent to consult your doctor, Treatment for herpes can keep it under control.
Get HPV vaccine.

Probably not: Since there is no pain probably not herpes . Could be a skin infection. Picture would be helpful but you should see a medical provider.
