A few sessions with a therapist could help you understand the issue and get past the frustration. Being raised by parents who refused to acknowledge or validate normal childhood emotions can have this effect. There are other causes.The mind is complex ; life is to short to carry these burdens.

Yes: It's pretty normal to be short tempered after having a baby.  Your stress level is quite high, your life has changed significantly, and you are probably sleep deprived.  See your doctor to make sure there is nothing medically wrong (like an underactive thyroid or anemia) and then see a counselor to help with anger management.

Parents need limits: Help your brother consider gettibng help, if not possible help your parents set limits to avoid danger. Then brother may be more ready to get help. There also may be nothing YOU can do, really your brother and parents are the ones who need to act.

You : You should give your child's doctor a call and ask for a referral to a child psychologist, psychiatrist or behavioral specialist.  You are not alone in dealing with your son's behavior (i have had many parents come to me with similar situations and concerns to yours).  A behavioral specialist can help find better ways for your son to express his feelings and for your family to cope with his outbursts.  They may be able to suggest new ways of dealing with his behavior.  There will probably not be any quick fixes, but with continual therapy and consistent parenting, he will improve over time. Extreme anger: Could be a mood problem that needs further assessment, both by your pcp to rule out medical causes, & a psychiatrist to determine type of mood disorder if all medical workup comes back normal.

Short stature : The signs and symptoms you mentioned here can be caused by several things. Intra uterine exposure to Cocaine does not cause delayed puberty. See your pediatrician to find answers.
