Hard to say: There are multple potential cause and i would encourage you to be checked.  Sometimes the osteotomy site will develop hypertrophic that may cause what you are describing, sometimes it may be related to the hardware that was placed in your leg to do the osteotomy, or it may be some scar tissue. A benign lesion.: Bone lesions can be 'soft' or 'hard' (lucent or sclerotic) on xrays depending on how much calcium/phosphorus content.  Both types can be benign or cancerous.

Radiologists evaluate a bone lesion's borders, size, location, any associated findings, number, and few other variables to determine whether it falls in the benign or malignant category. Sometimes its a normal anatomic finding as well.

: I would first ask a neurologist to determine if there's any other neurological pathology to explain the problem with being able to bend your toes and if a course of physical therapy would be worthwhile. I suspect your toe problems are a result of the peroneal neuropathy and physical therapy will help.

Calf slimming: There are exercises that can slim your calves.  Walking is a great exercise.  If you are overweight, it can help with weight loss and strengthen and slim calf muscles.  You must be consistent with exercises.  You could seek the assistance of a personal trainer that can help.
